Laptop USB ports shut off after speakers plugged in... help?

My sisters new laptop is a Toshiba L505D-S5965

I plug in the usb mouse and it works fine, but when i plug in the USB speakers it shuts off the ports till i restart the computer. The device manager says the ports are still there and working.
